| APHEIS Meeting JRC, Ispra, Italy, June 06-07 2006 Minutes The opening meeting of the new APHEIS-network project was hosted by the Institute for Environment and Sustainability (Joint Research Centre) on 06 and 07 June 2006 in Ispra, Italy. Emile de Saeger and Sylvia Medina co-chaired the meeting. Session 1 The Apheis network (see list of participants) welcome its new members: Nino Künzli from the ECREA-IMIM in Barcelona, Hélène Marfaing from the AIRPARIF monitoring network in Paris, Xavier Querol from the CSIC, Institute of Earth Sciences in Barcelona, Maria Luisa Gouveia from the Ministry of Health in Lisbon, Agnès Lefranc coordinator of the PSAS-9 surveillance programme on air pollution and health in France, Helena Kazmarova from the National Institute of Public Health in Prague. Nikos Stilianakis, who will join now other activities in the JRC (thank you very much Nikos for our fruitful collaboration!), informed us about the status of the Memorandum of Understanding: the MoU is going to be signed by the JRC and sent back to each Apheis centre in the near future. Scott Brockett from DG Environment gave a talk on the review on ambient air of environment and health information under the EU E&H Action Plan 2004-2010 Link to Scott presentation In the discussion, it was suggested that the term superregion could be replaced by pilot sites to avoid misunderstandings. A need for clearer criteria defining a superregion was identified. Most are likely to be in early 2007 (LIFE+ first call, FP7 first call and PHP 2007 call). The proposal for a new Directive on PM2.5 which is part of the Thematic Strategy has been discussed in the Parliament on July 3-6. The next vote will be in September, Ill keep you informed on the progress of the joint declaration but lets also try to reach our MS representatives in the Parliament! Session 2 Proposals for new Apheis projects 1. Pilot sites project including original proposals from Emile, Xavier and Bertil/Ferran Link to Emile, XQuerol, BertilFerran word and ppt files Emile's and Xavier's projects fit together and they propose to constitute a network of "pilot monitoring sites" in representative European regions, integrating also the proposals of Bertil and Ferran on exposure assessment. Apheis could be a launch platform for the superstations project of the EC. The final protocol need an input on toxicological and epidemiological justification and should associate,among others, and besides some Apheis centres, EEA, WHO and IUTA partners. It would be interesting to look at source appointments and look for source profiles. We should be aware of extrapolating findings from one superstation to a whole city => misclassification problems. Need to study the variability (within the city) of the pollutants measured. For epi purposes we need more than two pilot stations in one city even if we decrease the number of superregions. Working group (WG): Emile de Saeger (coordinator), Xavier Querol, Hélène Marfain, Thomas Kuhlbusch, Bertil Forsberg, Ferran Ballester, Nino Künzli, Hans-Guido Mücke, 2. Develop standard metrics for traffic indicators in future HIAs / Guidelines for evaluating air-pollution abatement plans including original proposals from Nino and Koldo. Link to NinoK and Koldo word and pptt files This project would deal with two complementary topics: 1) methodological issues regarding the need for HIA of standard metrics of traffic exposure and 2) elaborating guidelines for evaluating the health and quality of life benefits of implementing action plans to reduce air pollution levels in a city. &Mac179; Done: Scott gave us the contact from DGENV on a current project on transports. Extract from Scotts email: Contact person for the TERM project is David Delcampe of ENV.C.3, On TERM, David has told me that the consultants will soon perform a cosultation on the methods proposed for calculating the health impacts of transport, and he would be happy to consult APHEIS. Health impact of sharp decrease in SO2 levels in 1996 in Europe proposal from Alain. Link to Alain word and ppt files The objective of this project is to develop a methodology to quantify risk reductions following an intervention. It will also enable to follow the evolution over time of health risks related to air pollution. Working group (WG): Alain Le Tertre (coordinator), Pat Goodman, Richard Atkinson, Antonis Analitis, 4. Apheis HIA training proposal from Sylvia Link to Sylvia word and ppt files The objective is to organise a training on HIA and all related matters on a regular basis using the Apheis network capacities. This training would be target first the Apheis centres allowing an update on HIA methodologies and guidelines, then the new Apheis centres and further extensions and other possible stakeholders. We should keep the idea of the twinning principle for new centres, after evaluating the usefulness of this principle in the previous phase. The length of the training should not last less than 5 days with a maximum of 25 people. This project could seek for funds from LIFE+, JRC or DGSANCO. During the second day of the meeting, Thomas Kuhlbusch from the IUTA in Germany gave a talk on the superregions conceptand Pedro Ferraz de Abreu talked about the progress of the Citidep project. Link to Thomas and Pedro ppt files Then the discussion on the future Apheis projects was continued. 5. Improving the Apheis routine HIA including original proposals from Agnès, Manuel, and Koldo. Link to Agnes, Manuel and Koldo word and ppt files The proposals presented by Agnes have the following objective: 1) Assess the sensitivity of HIA results to the correction method used for PM10 TEOM measurements; 2) Study the influence of the health care system organisation on hospital admissions data for HIA in the Apheis cities; 3) Feed back on the practical use of the guidelines on study area definition proposed in Apheis 3. Manuel presented a project on the Access and usefulness of data from international databases to conduct HIA of air pollution that would be the follow-up of the current work on HIA under ENHIS 2 project. Koldo presented a project in order to update HIA of long and short-term exposure to PM2.5. These different projects can be part of one proposal with different WPs. Working group (WG): Agnes Lefranc (coordinator), Koldo Cambra, Manuel Gonzalez-Cabré, Natalia Valero, Piedad Martin, Catherine Bouland, Bertil Forsberg, Ferran Ballester, Hans Guido Mueke, Elena Boldo, Sylvia Medina, 6. Impact of parental smoking on child health proposal from Hans Moshammer. Link to Hanns Moshammer word and ppt files Apheis should consider the opportunity to open its experience to indoor air pollution. This project would be the follow-up of the current work on this topic under ENHIS 2 project. Working group (WG): Hanns Moshammer (coordinator), Elena Boldo, Pat Goodman, Luke Clancy, Nino Künzli, Emilia Maria Niciu, Michael Schumann, &Mac179; Done: There will be a green paper on this topic from DGSANCO at the end of 2006 (Scott provided a contact person). Extract from Scotts email: for the Green Paper on ETS is Anna Jassem of SANCO.C.6. Next steps and Conclusions The MoUs will be sent by JRC for final signature to the centres that didnt sign yet. The WGs are open to all Apheis centres. The WGs leaders will contact the volunteers in their groups and schedule a timetable and working plan to build a protocol for their projects. The objective is to be able to answer the appropriate calls for proposals in 2007. WGs leaders please be aware of the information provided by Scott: Laurent and I (or my successor) can provide ongoing information on calls as they come up. Most are likely to be in early 2007 (LIFE+ first call, FP7 first call and PHP 2007 call). Emile, Laurent and Scott will keep us informed about FP7, LIFE+ and Public Health further opportunities (see extract of Scotts email). All will inform the group about other opportunities. Regarding the proposal for election of a chair and a co-chair for the first period of our MoU, and if other candidates dont show up, Sylvia and Emile propose to play this role for the time being. |
